Hi Keith,
Just follow 's suggestion (great and detailed explanation) and use relative URL's so you have a smooth transition from Dev to QC and Production.
The important part to identify the item is to use in your URL ID=<%ID%>.
I'm not aware of any variable that would do all that work for you.
