When Email Notification is enabled in qListForm, the Show Users box will add any user in Sharepoint whose personal settings have an e-mail address setup. It is not currently possible to configure the e-mail tool to use a people picker, but we could provide an enhancement request to make this consistent with other places in qListForm configurations.
Instead of manually adding AD users and groups to Sharepoint, there are ways to import user profile information of user accounts in AD for both Sharepoint Server 2007 and 2010. You may find some of these links to be useful.

AnonymousParticipantWhen you enable Email Notification in the qListForm can you have a people picker rather than the Show Users/Add All Users box to pick users from that you want to email? It’s inconsistent with the other places where we select users in the form plus we use AD groups to set security and so we’d have to manaully add each user we’d want to potentially email to have security on the site. which will be a pain to maintain.

AnonymousParticipantOur groups are automatically synced in but when I add security to a site I use the AD group from AD and then in the Show Users box it only shows the group not all the users in the group. So if we want to send emails to individuals in that group and not the whole group I have to set security on the site/list using each user (so their name shows up in the Show Users Box). Therefore it makes it hard to set security using our synced in AD groups because we need the users to be able to select individuals for those emails. Does that make sense? If we use the people picker it works fine with the security being set like it is…that's why I wondered if we could change the email one to the people picker.
