The following error occurred : The file or folder name contains characters that are not permitted. Please use a different name.

Cause

SharePoint does not allow the file names if it contains the special characters (~ # % & * { } | : " < > ? / ) Document manager is not restricting the same it is storing the item, giving the below error and workflow also does not trigger if any workflows attached to custom action button.
