Well, as usual, just after posting I find the answer — at least to the final part of the problem.
Just pay attention to the output of the deployCBT.bat file, and all becomes clear. I wasn't running the SP 2010 Administration service. I can create trainees now.
So, although the rest of what I wrote still applies, it's just FYI now.
