The order I followed and I'd recommend is Project Dashboard then Single or Multi as subsites of the Dashboard.
In my case I created the Dashboard as subsite of the site collection.
From the URLs you sent I see that the you have quest in the URL of the dashboard but I can't see it in the single project.
Try to create it under projectdashboard.
