Lists in ShaePoint typically mark new items with a *NEW* indicator. Is this a feature, and if so, how do I turn this on?

You can't turn that on. That's not a feature in the qDiscussionView web part. However, you can sort the qDiscussionView web part so that it will display the most recent top level discussion by setting its Sort Fields property to Modified DESC.
