When copying web parts will dlls be added to the GAC on the destination server?

Will,

Deployment Manager only copies web part instances on webpages not the underlying web part code (dll assemblies, etc), which has to be pre-installed on the destination server (using the corresponding wsp package or .msi/.exe installer) for web parts to be copied successfully.
