There is not such an option to set the default skin but if you are on a newer version (6.0 and up) you can use the qManagement web part to set the skin to the desired value.
Your scenario would be the following, build your apps and ignore the toolbar skin at the development time. Once your app is ready use qManagement Replace feature and set the toolbar skin name to the desired value.

AnonymousParticipantCan you set somewhere what your default skins are for QuickApps Web Parts so you don’t have to change it every time you add a web part to a page. For example, we like the “default” toolbar skin and when we add a new form or view to a page it defaults to “Office2007”.

AnonymousParticipantOK, that helps…it would be nice to set globally what the default is becasue we add web parts to list and form pages when new lists are created not just when we're building apps. So in this case we can globally go in and make sure they are all the same but every time we create a list and use the qListForm on the forms pages we'll have to manually change them to default skin when we add the web parts or go to management page and change the 3 qListForms for that new list through the tool…might be easier to just remember to do when we add them in this case.
