There doesn’t have the permission control in ‘Help’ and ‘About’ menu. But you can hide the ribbon menu by turning off the ‘QuickApps Ribbon Display’ setting in Configuration Editor.

Hiding the Quest Ribbon Display is possible through the Configuration Editor
n

Steps are below:
n
1. Open Web Parts Configuration Editor.
2. Click File – Open Web
3. Select Web Application
4. Go to Edit – QuestSoftware Section Editor
5. Check the Quest Ribbon Display (When this option is checked, the Quest SharePoint Ribbon will be hidden)
6. Click OK.
7. Save the changes in web.config file.
