AnonymousParticipantHi ,
Please check this tread. It explains how to open a form in a dialog. It's well explain and I think that it would work for you.
Let me know please how it goes.

AnonymousParticipantHi,
Has anyone managed to open a popup dialog from a Quest custom action?
I am using the pleCustomActionAndCustomLayouts sample code provided as part of the install and would like to
allow the users to rename the item and it’s child items after selecting a new name from a list using a form launched as
a modal dialog.
The Microsoft Dialog Framework is javascript and I have not found a way of calling this in the custom action using C#.
There are a number of articles about the dialog framework such as…
http://msdn.microsoft.com/en-us/library/ff408909(v=office.14).aspx
…but I have not managed to do the same from a Quest custom action.
