I can repro this issue. Yes for a workaround, you can use Chrome in this case.

Having a List with a Multiple Lines of Text column that uses Rich Text (the field is set to have 100 lines), there is qListForm setup to display the field:

However, as soon as you start to type in the field, the screen jumps down and you can no longer see the RTE:

I am using IE11 and QA 6.4. Is this normal behavior?

I tried in Chrome and this does not happen. Is that what the workaround should be?
