Yes, the tool uses DevExpress. If the product has been uninstalled, and the site was down, then there may now be a need to manually go into the web.config file and and comment out the line that references DevExpress. And/or run the config editor again (which is off of the QuickApps start menu directory) to make sure all the checkmarks are green. Simply click "fix" within the editor.
