Possible UAC related issue, or installing the wrong QWP version for the environements version of SharePoint. (2007 or 2010)
Resolution
Verify you have downloaded the proper corresponding version of Quest Web Parts to fit your environment (2007/2010)
Or...check UAC as the cause.
UAC may be turned on. If so please confirm by going to the properties of the Quest Webparts installation file and the make sure the file is not showing the unblock button in the general properties. If it is click on the unblock button and then you should then extract the msi file and then run it from the command prompt which is running as run as administrator.
1. Right click the Command Prompt and select "Run as Administrator"
2. Go to the download directory for the Quest Webparts msi file and type in the name of the correct msi file for the installation of Quest Webparts.
3. Once the installer launches the Quest Webparts are installed correctly without any error message.
