What you used to do in regards to deployment in your SP 2007 environment can be accomplished in SP 2010 as well. Please see below.
When installing, you are presented with an options screen. On this screen is the following option:
"I do "not" want to deploy solution package. I will deploy the solution later from SharePoint Central Administration."
Normally the installer will automatically activate all of the features after it deploys the solution. If you select the option above, the solution will not get deployed and no features will be activated.
Once the user manually deploys the solution, he/she can go and activate the Web Parts feature on whatever site collection he/she wishes.
