The documentation in the in the Quest Development Studio for SharePoint Training Guide  states that the Check User Access” feature  

“…only works if the URL points to a SharePoint site.  “

Resolution

Yes, the   "Check User Access" feature   of the Quest Panel Menu can be used for lists as well as sites.
It was not designed with this in mind but development thought this should work too. It did for the client that tried it out.
