Resolution
1) Install QWP 2010 on target SharePoint Server
2) Attach and upgrade SP2007 Content database on target SP2010 server
3) If qPanelMenu or qCascadingMenu were used in SP2007 default.master (master page), redo in SP 2010 v4.master (master page)
4) Redo any custom skins that may have been created on SP2007 in new SP2010 target environment.
