When looking at the license page of Quest web parts, you may only see one Web Front End (WFE) server, even though there are two or more in your environment.

Cause
The reason why you would only see one Front end server and not another is due to how Quest Web Parts searches for this information. Quest Web Parts checks if a certain service is enabled and running on the server to determine if it is WFE server. So if the Web Application service is only started on one web front, then QWP decides that you only have one WFE in the Farm.
Resolution
If you want a certain WFE to show up in the license page then you will need to enable the Web Application service on that WFE server
