When switching the language in Sharepoint 2010, the webpart culture (Resource List) does not applied accordingly.
Example:
1. add Culture=zh-CN in the page request URL. SP will present the web part page in zh-CN locale. Quest web part will decode the resource according to its resource list in zh-CN
2. switch the display language to English.

The webpart culture will still set as zh-CN
 

Cause

This is product defect. Defect ID: TF00215365 logged.

Resolution

WORKAROUND:
Add Culture setting required in the page request URL, so it will reflect the culture that need to be shown. To reset to default culture, set the Culture= in the page request URL
Example:
Current Culture:
http://<sharepoint web application>/Lists/QuestListView/AllItems.aspx?Culture=zh-CN

Reset to default culture:
http://<sharepoint web application>/Lists/QuestListView/AllItems.aspx?Culture=

STATUS:
Waiting to be fix in the future release of Quest Web Parts for SharePoint
